I don't know where you got those numbers or if you are also counting games they paid for instead of developing themselves or published titles.
Still, even if we count 30 for a single platform, with Wii U lasting 5 years, that would mean an average of 6 per year.

With 3DS fading and, according to Nintendo, not developing a successor; if also count mastering HD development, they better up their development next year and beyond.

 

A while ago someone made an infographic comparing how many titles they developed on past and present (Wii U, 3DS) to put to rest that argument.

That was up to dec 31st 2015, my bad, it may not be as many as their older systems, but it's still a good bit. Plus that's without 2016/2017s offerings (which were obviously slim pickings) but if my count is correct it puts Wii U info having at least 40 in-house Nintendo games made for it.
