A new government has the right to reassign positions. And regarding Russia, why shouldn't the two countries come along better in the future. It would be a win-win situation not only for both coutries but also for the rest of the world. If talking to Russia is against the law, that law needs to be changed.

Its only a win win if both come together as equals.  If one has leverage over the other then the one with the leverage gets what they want while the other gets a boot on the back of their neck.  What you are not getting is that if Trump actually has to pay a debt to Russia for helping him get into office and stay there then he becomes their patsy.  If he is obligated by finacial ties to Russia then he is in their back pockets.

The key you are missing is not talking to Russia but talking to Russia operatives before you become president.  Talking to them about sanctions that leave billion dollar deals on the table that help you finanically.  These things are illegal because they suggest you are making back room deals that help you but not the American public.  It means that you have finanical ties outside of your job as president or any top level government position that can influence your decisions on anything dealing with Rusian interest.  This is why those rules are in place.
