45-50k is not a killer baseline.

Maybe not compared to past sales, but from what I gather the market in japan has changed dramatically due to a combination of high taxes, the economy doing badly, people migrating more and more towards handheld/mobile experiences, leaving 'traditional' consoles behind and smartphones crowding into the handheld space.

And yes, I think this is the highest baseline I've seen for japan since I follow this site (was a lurker quite some time before I signed up though), especially if it stays consistent like this. The Ps4 had a few 30k+ weeks but always dropped back in the 20k+ regions rather quickly, same with the 3DS. Never seen a 40k+ baseline (and I'm excluding holidays), so it's safe to say I missed the glory days of insane baselines in japan.
