DW6's battles felt really nice though. The battle system was pretty poor, but on a tactical level, battles flowed really well IIRC. Can't say the same about DW7 and DW8.
Also, DW8 has ultimate weapons. Well, sort of. They're pretty good, but with the weapon 'crafting' system (I don't remember the name, and there's actually two in Xtreme Legends), you can create weapons that are much, much better than the so-called ultimate weapons, which really diminishes the usefulness of the so-called ultimate weapons.
Your idea sounds a lot like the Empires games. I don't think they're quite that sophisticated yet, but they are quite flexible anyway. I just wish they were harder and required more strategy and tactics.

It's definitely better than DW7, but oh the scripted battles with almost no actual freedom... And all the waiting behind the gates, such a horrible design decision. And all the confusing level design where you have to look at the map really carefully to know where to go. They did so much right with the game, then screwed up level design completely. There sure are some levels with a pretty neat layout, but the battles themselves don't take advantage of those layout properly.
