I didn't know T2 was also shipping GTAIV with a wheel. *sigh*

Peripherals do have an affect on ease of manufacturability. Wii Fit is the extreme case.

 Oh of course, the plastic wheel case was the reason. How silly of me to even ask.

 It's the one glaringly obvious difference.  Sometimes the answers to questions are the most simple ones, but I suppose conspiracy theories make more sense to you, right?
