Yes, PS4 Slim takes out around 60-65W peek, while Switch undocked using around 8-9W and docked around 15W. So there is no way that PS4/XB1 could come even to around 30-40W any time soon not to mentione 10-20W. AMD doesnt have so efficient mobile tech like Nvidia's Tegra tech, and PS4 and XB1 would need to use same AMD chips just in smaller nm.
Another good point is that Switch uses cartridges, so XB1/PS4 Switch like would need to be in that case digital only, because hardly you can have optic on that.
2019. is way too close for Switch to be able to surpass XB1/PS4 power with upgrade, another big problem would be battery life with that power in any case.
