Sure. But a good chunk are also new buyers. 

We're getting to the point where the next gen verions (PS4/XB1/PC) are selling more than the last gen versions which is crazy. 

Well with GTAV, that last bit makes sense as GTAV was released on the eve of the 8th gen so it is entirely possible that the overwhelming majority of PS360 owners of GTAV got the 8th gen ports and the rest of the sales are from people who never wanted the 7th gen version cause they were more interested in moving on to the 8th gen.
