Yes they are, if you make a US account.  I have Samurai Showdown 6, and Mega Man X8 on my PS3.  The Japanese Versions, of course.  And, I was specifically mentioning digital titles.  If there was a PS1 Classic, with pre-installed games, they would become available in europe.
