You can make undemanding UE4 games that scale well, if they're designed that way.
You can also make extremely demanding UE4 games that do not scale well on weaker hardware, also because they were designed that way.

If you get one chance in your life to do a remake for the most important game of your career, and you want to have as few limitations as possible to make it as good as you can possibly make it, then holding it's performance back to a standard significantly below the current generation is not an obvious or easy choice to make. No matter how popular the system turns out to be. (See Wii and how every popular Japanese console franchise majorly ignored it.) And especially after less than two months worth of sales.

So, same like DQ11, KH3, FFVIIR...

Evre game could be scaled down, and UE4 actually offeres by default very easy scalability.

They can make game that take most of PS4 hardware and still scale down that for Switch. You do realise that Wii had CoD ports from PS3/Xbox360 CoD games, Wii that was around 20-30x less powerful than PS3/Xbox360. Switch is around 3-4x less powerful than PS4, and actually its very easy to work with Switch and completely support UE4 that is well known for its scalability.
