Well in order to follow a certain way of life one must be conditioned to live in a certain way, for which we deem ourselves better than others whom are less well off. This is basic environmental science, which concludes that the more education and industrialization a nation is the more its population will be under control. Those studies were done to gauge population levels so we can pay attention to large population and the rise in our carbon footprint. Regardless, when we kept reading, it became understood that advanced, industrialized nations would have the hardest time replenishing their offspring because most people waited until they were financially set before mating. This could be anywhere from the mid twenties to the early thirties. Humans can have children much earlier than that, but have been condititioned not to in order to not be a blight on society (rationing, savings per capita, overall value, etc). Its the reason why first world nations are so eager to take in immigrants. They keep their populations low to the point where they endanger themselves, but remain economically stronger than most. In America, even minorities birthrates are dropping because they are adhering to the conditioning that we were all raised with as Amerians. If you look at it, France, Japan, Germany, all of them before the attacks were eager to take in immigrants. Its not a color problem, but rather a conditioning problem of highly industrialized nations. 

I can agree with that in some sense but not worded in that way. I think people in 1st world countries are getting smarter all across the board. In general, smarter and better off people tend to have less kids and wait til they are older before having 'em. Poor people in general tend to have kids when they're very young and have lots of them in spite of their situation. Some people in some countries are holding back because of their economy or the perception of hard times. They're not quite at that point where they need immigrants to increase their population. Each country is bringing in immirgrants for different reasons. Some of are more for politicial reasons/strategy like america.  Some are trying to help out refugees and political reasons like most of europe. 

Japan is the only one that I know of that needs immigrants for a population boom. Japan's population issues aren't related so much to that but to how their youth views relationships in general and their interest in having kids is dwindling. Also, they're becoming less interested in relationships in general. From what I understand of them, you can literally buy whatever aspect you want from a relationship from a variety of stores ranging from sex to just cuddling to conversing. It's very weird but I can understand it. Their situation is unique compared to other countries. They're likely to bring in alot of immigrants that they like to change encourage a population boom but I'm sure they're gonna be very picky on who they bring in. It's not a color issue but a cultural one.
