A lot of them do speak the language and live amoungst the native population. Of course, they have totally different values, but that's mostly because they radicalised, rather than that never were integrated.

They likely never integrated. It's not easy to radicalize a person who has completely opposing values that integrated into the society you want to attack or against.  I'm not saying you can't radicalize a native person or fully integrated person but it's very hard compared to someone who's already on the fence.  Muslims that live in France for the most part aren't trying to integrate into french society and become french people.  In some places, muslims won't let native people into their areas. What are they called no-go zones or something like that.
