No. It would take attention away from XV, which is still supported. It would make pretty much no sense for XVI to be announced before XV's support is nearing its end. The only way it would get announced already is if XVI was released roughly by the end of summer 2018, which I seriously doubt. Even then, XVI would probably get announced at a later date instead of by this year's E3.
