Humans are naturaly hierarchical. In any larger groupment of people, ever, someone took decisional rights over others.

Generally speaking yeah that seems to be the case. Even when we contact tribes of people who have been living in isolation (in some cases no contact with the modern world), there is still very much a hierarchy. 

Most animal species have hierarchies too.
