GTA IV for me as well.

I played the game to 100% and can decidedly say that it is weak compared to San Andreas. There are a host of reasons why, but the main ones are that it has much less variety and it's much less rewarding. I spent the second half of the game wishing I was playing SA. It's a genuine step backward.
