Because logically you'd think the century starts at 1st January 1900 as it's a nice number and makes sense to count in 100's this way.
But if you think deeper you realised we started on the 1st January 0001 therefore the first century ended once we got to 1st January 0101 as 100 years had gone by. If it ended in 0100 only 99 years had gone by.
