I don't think things are as simple as that. The game is available on ps4/xb1/xb360/ps3 and PC. Obviously someone who has a PC has no reason to buy a ps4 for it. Same with the other gaming platforms. The first game I bought on ps4 was DMC remastered. I didn't buy a ps4 for it, I bought a ps4 because I wanted a ps4 and I bought the game because I had already played it on ps3 and knew it was great and could only get better (with the improvements they implemented).
Now, had gamestop conducted a survey and new owners claimed they bought x console for GTA5, I'd find it more reliable evidence. GTA and FIfa seem like the games that the average gamer will buy because everyone else is buying them and they need to own them. Not games they would buy a console for if they have other options. Perhaps we'll never know.
