PS4 wasnt going to magically sell 2+ million in the ending Nov 16 by being available globally, the 1.2 million or so units shipped would have simply been distributed throughout the world.

For example, something like 400-500k in NA/PAL each and 200-300k in Japan.

How far apart did they launch? Like between NA/Europe/Japan etc? That would determine if the sales mattered or not.

Launched Nov 15th 2013 in NA, then Nov 29th in Europe (and probably many other countries), and Feb 22nd 2014 in Japan.
