We do have word from Kakiya himself tho that if Bayonetta 2 were to ever come to another system it's up to Nintendo. So Nintendo does own the code. The only likely way they could get the game on PC otherwise and if this didn't violate any contract is if they remade the game with a difference source code. Also Publishing deals like this are not uncommon. In the 90s everythingTreasure made ended up being owned by SEGA becaus eof the publishing deal. Well for Platinum they do not own Bayonetta. SEGA does. Mistwalker had the same deal with MicroSoft. Blue Dragon and Lost Odyssey are fully owned by MS. Only reason sequels came to DS is because MS has no competitor in that space and allowed it. Hell we nearly had Halo on DS. We have enough proof from Kamiya's word and the fact this kind of publishing deal of owning the game is VERY VERY common.
