Of course Zelda is digital as well, so both games would be higher with them.

Zelda sold as well as it could given supply constraints, and it ended up the best selling Nintendo launch game (non bundled). Horizon is not directly competing with the entirety of the PlayStation 4 library either, that's a poor argument. Horizon isn't gonna sell less just because uncharted 4 came out a while ago. What competes are games released around the same time as horizon. And a larger install base is an advantage, not a limiter. Zelda may be a launch title but it had supply constraints and horizon also had a full on week of sales of a 55+ million user base. Zelda had 2 days, supply constraints, and a small user base. 

That isn't to say horizon sales are not impressive, but it clearly had more in its favor of advantages compared to Zelda, and Zelda continues to sell well despite this. Those legs are looking good the following month still (despite Switch supply constraints), whereas horizon has dropped more. Once the supply constraints end, and the Switch sells more, let's see how the two games leg out in the long run.
