You're right that Microsoft has worked with numerous third party but it seems like thats all they feel comfortable doing. Much like last gen the well will run dry. They need to build up their first party because towards the middle and end, third party usually want to work on their own IP's  for multiplat platforms unless they are under second party contract. This is very same reason why Microsoft had to buy Gears from Epic. Epic no longer wanted to work on that and focus on newer games. Microsoft wanted to focus on the same thing. It gets tiring and repetitive and does not endorse creativity. Again...same reason bungie left them.
