No surprise really.
Xbox is dead in Japan and the mainstream American audience (Xbox's main demographic) doesn't give a damn about t the vast majority of Square's games.
Their Sony console/Nintendo handheld strategy has work wonders for them so far, so why stop now?

Well.... I heard Final Fantasy made back its money for development relatively quick. If Microsoft was winning Square would prioritize them in some way. How do you think Microsoft broke the exclusivity of Tekken, Metal Gear and Final Fantasy (Respectively coming from Namco, Square and Konami)? They used being market secondary(fBut first for the HD consoles)to help themselves gain more pull businesswise with eastern third party since Sony was losing. Unless Microsoft comes with cash nothing is happening. Rise of the Tomb Raiders timed exclusivity is proof of that. Capom is another company who gained a great financial relationship with Microsoft because of Sony losing. Sony lost major pull with that company because Capcom highly values western gamers and Microsofts money. Microsoft even got Japanese support of Final Fantasy in Japan. That was a huge barrier to break.
