Generation has nothing to do with power increase. An increase in power is only typical due to processor updates over time.
A generation also doesn't require new software. Plenty of electronics, like Android and iOS have new generations of hardware without having different libraries of software.
What is a generation? It's simply when the primary hardware is replaced with new primary hardware. So, when iPhone 6S was replaced with iPhone 7, that was a new generation, when Wii U was replaced with Switch, new generation. What isn't a new generation? New 3DS, as it did not replace 3DS as the primary hardware.
The question is, is Scorpio replacing XBone as the primary hardware? If the answer is yes, then it is the next generation, if no,then it is not.
