He doesn't know either, toggled it back for a while and now the numbers are there again. It's not in options as far as I can tell.

Seeing the numbers for enemy health is the special ability of the Champion's Tunic.

The first person scope thing is a special ability of certain bows, like the Phrenic Bow.

Ah thanks, that explains why I can't find any button combinations or settings to toggle that :)
I pretty much played the whole game with barbarian or climbing gear for the benefits.
