I don't understand this. If you want a budget friendly device that does games, go with an Xbox One. Microsoft has said that all Xbox One exclusives will go to PC.
However, seeing as how Nintendo and Playstation games are still exclusive to those platforms, if you play those games, get those consoles. As far as multiplatform games are concerned, go with PC, except in rare cases.
Tekken 7, I can't recommend on PC, because the community will be on PS4, and there's no cross play. Batman: Arkham Knight, however has been fixed, and can be played at 90FPS on PC. Fighting games, though, have to be locked at 60FPS, because the gameplay is directly tied to the framerate and thus, dips make fighting games automatically unplayable.
You can most likely get a good PC for gaming for under 2,000... But, for most people, even that price is insane. I'll be approaching 3k territory (not including the TV I just bought) when I soon get my GTX 1080 Ti.
