Didn't you hear? A couple developers are already working on such engines. High Voltage has one that automatically gets effects and shading though the TEV, so developers don't have to write for them and can just focus on solid graphics.
The Conduit is already showing it off. Its textures are in relatively early stages, but trailers are already showing off effects on the level of Super Mario Galaxy and Metroid Prime 3.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
