That would be true for every year since launch though even if people pretend that PS4 had no games for its first few years. The following are just retail games that I can remember that were good.
2013 - Assassin's Creed IV, Battlefield 4 in two months
2014 - Infamous: Second Son and First Light, Far Cry 4, GTA V, Driveclub, Alien Isolation, The Evil Within, Wolfenstein The New Order, Watch Dogs, Dragon Age Inquisition
2015 - Bloodborne, Fallout 4, Dark Souls 2, The Witcher 3, Assassin's Creed Syndicate, Until Dawn
2016 - Ratchet and Clank, Battlefield 1, Dark Souls 3, Uncharted 4, Titanfall 2, Rise of the Tomb Raider, Overwatch, The Last Guardian, Doom, COD IW, Final Fantasy XV
