Does Sony own the Call of Duty IP? Because they published it in Japan and call that second party. With Sunset were not even talking about just publishing, it was entirely funded by Microsoft. It's a second party game. Or maybe you know more about these deals than Yoshida?

Cod is third party for Sony. Sunset overdrive was not commissioned by Microsoft. Microsoft paid for it because they needed exclusives. Insomniac just needed a publisher after Sony refused to do it. That's all.
