"Lego City Undercover publisher Warner Bros. has provided us with this short statement on the game's cartridge version, which suggests you will be able to play without downloading anything.

"Players who purchase Lego City Undercover on Nintendo Switch at retail do not need to download the game to play," a company spokesperson told us."

You wrote: "Rumors go (at least as far as a Reddit article) that the other 13 gigs have to be downloaded."

But In essence they saying don't need to download 13GB you mentioned in OP to be played game.

Yes you just need them to play TWO THIRDS of the game. Not exactly a great selling point...

You just paid $60 for 1/3 of a game. One horrible argument you got there.

Perhaps they think it will be so awesome you need 13GB reserved for all the save games and screenshots you're going to make ;)

A good question is why is it 21GB on the WiiU? The game isn't that detailed nor that big. Perhaps it had a lot of pre-rendered cutscenes that are now done in engine on the Switch?

Why is the digital download size 7.1 GB? while the physical versions needs an additional 13GB, somebody screwed up.
