Shane Kim was the guy who was essentially like Phil Spencer for Xbox in the mid-late 2000's. Around 2007 when Xbox 360 was getting all of those third party exclusives. People think Phil was the first gamer-centric head of Xbox, but the first two years of the 360 were better for the 360 due to the fact that they had more exclusives coming out more frequently (this could also be due in part because they were winning since Sony chose a high launch price).

The reason why Microsoft is finding it hard to get Japanese exclusives is because they are getting destroyed by Sony. Japanese company are more open minded when their home brand is losing. The Xbox One was selling higher than the 360 which means that both the market is health and on a good day for Sony, Microsoft is not it even in their league (as far as world perception and offerings). This is the real problem.
