Well, it's not a bad thing for them to try, the problem is that most people don't really seem to care anymore. People who are generally interested in Japanese games are much less likely to go for a Microsoft console because they know the games are just not going to be there. And even if they were, the stigma of no Japanese games is already in place and it would take a concerted effort to get rid of it from Microsoft's part, which I doubt they are willing to go through at this point.
Japan is pretty much a lost region to Microsoft at this point. There was a chance after the 360 became at least a moderate success in there, but whatever they won with that console in the region has long since been wasted by the Xbox One.
