It would be hard for them to caryy on making expansions. According to rumors of the first Destiny Bungie went through "Devlopment Hell" because Destiny has a really bad engine and they had to go into it and fix every minor thing. Also it was said that it took days to render minuscule updates, Its best that they are starting fresh and hopefully a new engine.
