Or when there is enough wind to move the propellor? maybe you can make it move with a leaf and then put yourself on top, I found a red one today and it worked, but the propellor was moving since there was a storm

Yeah it was moving, and I tried a korok leaf on it too. That didn't make it spin any faster, yet I didn't check for any acorns appearing. There was no sound as with the green ones anyway. It could also be storm related ofcourse, will check again. I marked them on the map, love that feature.
