True, but it should to be taken into account in the projections anyway. I don't know if it is but it should be. Anyway, it might take a really long time for the region to really become safe. I'm under the impression that Iraq hasn't been really safe at any point since the invasion in 2003. It could take even longer in Syria, considering its current chaotic state.
