Integrate people better, where there is obvious violent crime enable police to crack down, for families who are just trying to raise their kids and want a better life build more bridges. Stop whining so much and running around like a chicken with its head cut off. 10% of your population being of a different ethnicity is nothing. You wouldn't last ten minutes in New York City being that soft.

And so what if it's a different culture? In many cities in the US, Canada, etc. there are like 5-6 different cultures. They are still people, they're not Martians. 

Integrate them better, build bridges, involve them more in society. It's not rocket science. For those who are criminals give the police the neccessary leeway to crack down on that element. 

The fact of the matter is those people are there and they're likely going to be there in 20, 30 years from now. They're not going anywhere. So you can sit there and huff and puff and be resentful to them and see how well that goes or you can look at involving them more into society and you might find in a generation that their kids are very well integrated. Which is generally the case in countries like Canada and the US, 2nd generation kids tend to be quite well integrated.
