I suppose I mean comparatively dead :P

A console as popular as the PS4 with a hit like Horizon would have been selling a heck of a lot more titles in previous generations.

A console as popular as the PS4? Worldwide, I agree. But in Japan, while "dead" is far from term I'd use, it's not doing anything extradordinary. I'd say it's a testament to Horizon more than Zelda that they can even be compared at all.

That's exactly what I mean, PS4 is the king console and its presence in Japan is minimal. Compared to previous generations, console sales are just sad in Japan at this point. I keep hoping it will turn around but there's no signs that it will.

Still, I'm impressed by Nintendo's sales... while it may be a hybrid (a concept I imagine that appeals to Japanese gamers more than a stationary one), it certainly isn't priced like a handheld; the sales, overall, are still quite impressive given it released on a dead console and a brand new one.
