There are a few missing explanations (or simply errors) in ZTD, sure. And the game has an open ending about hope. But you can't invent a new story somewhere in there to explain things like Kyle. That explanation should be in ZTD, it isn't, it can't appear in a other game when it was something from the VLR worldline (and we're not on this timeline at the end anymore). It's most likely just a mistake (or they couldn't find a good way to talk about it), we'll know more about it from Uchikoshi himself sooner or later.
You can invent something like "They captured the terrorist in a Nonary game to do.... something?", but that would seem so lazy and ridiculous. The Nonary games were all related and this story is over. They can either make a "Zero Escape" game or rather novel to answer the last questions but without the nonary game, or make another "nonary game" like game with a completely new story. Both in a same game would just seem wrong to me. I would surely buy it anyway because I'm a fan too, but I would expect it to be really bad in its ties with the series.
