Its certainly possible we could see PS5 before a new Xbox. Scorpio is going to be a powerful box and in 2020 it will probably be ~$250 with a game. If PS5 launches in 2020, it will be coniderably more powerful than Scorpio but also more expensive (maybe $400). The Scropio will be able to handle PS5 games most likely at a lower resolution.
Hence, MS doesn't need to rush a new box out by 2020 because the Scropio can thrive as the powerful/cheaper option that will have notable 3rd party games on PS5. Then in 2021, perhaps MS could launch a new X1 with specs better than PS5.
Hence, getting a new Xbox to the market first or at the same time as PS5 isn't that important if their current machine is still very capable and cheaper. As i said before, the biggest differences between Scorpio and PS5 games could be resolution as 4K will become a bigger priority for 9th gen. PS4 Pro was kinda underwhelming, so PS5 might not be amazing at $399 either. I'm guessing PS5 will be ~12 TF which will allow it to achieve 4K more easily/often.
