My apologies, I misunderstood you. I simply wanted to point out that technical issues don't always get a game docked points. I see this often with huge games like Grand Theft Auto San Andreas or Elder Scrolls Oblivion where there are technical issues but the game does so many things right that it's easy to look past the negatives and hand out the highest recommendation i.e. a perfect score.
As a matter of fact, I don't think a game with a perfect score should be interpreted as a perfect game. There's no such thing as a perfect game (except maybe Resident Evil 4... maybe) but I do feel there are games out there that can be recommended to the greatest degree hence perfect scores.
