Its done to prevent kids trying to eat them, to save lives.

Putting nasty tasteing, probably toxic things into your mouth, shouldnt be a "bravery" test.

It's probably not toxic.  The standard bittering agent used here is denatonium benzoate.  It has an LD50 of 612 mg/kg, so a child weighing 20 kg would need to eat 12 grams (median) of the stuff to die from it.  However, it is so bitter that it is effective at concentrations even below 50 ppm, so those 12 grams would be spread out across 240 kg of whatever coating the cartridge has.  That's a lot of cartridges to lick!
