At release the performance issues were similar. All versions of the Witcher 3 had an annoying stutter, long load times, and the console versions had framerate drops to the low 20's. These issues took a dozen patches to fix.

I wonder if that has something to do with the lack of affect framerate issues have on scores much of the time nowadays.  It gets patched later on, and since it doesn't really affect the game that much it isn't worth lowering the score for what amounts to a small and temporary problem.  If it affects the playability of the game like the Arkham Knight

Hopefully the framerate issues can be patched out on the Switch.  I doubt it would happen for the Wii U version even if it were possible.

I am not sure if framerate ever really affected review scores. OoT had a 20 fps average framerate when it released, and that has been the best rated game for 18 years. Plenty of top scoring PS2 games had abysmal framerates. Most of the seventh generation open world games averaged their framerates in the mid-20's. A good framerate usually is a plus, but rarely is a bad framerate a minus when it comes to reviews.
