Probably because sound options are in every game but Nintendo decided for me that I apparently don't need it. It might dampen my enjoyment even more than the constant 20fps and blurry visuals. With basically every other game I would have been with you, but BOTW doesn't even have much of a soundtrack to speak off. There's barely ever any music playing and if it is it is mostly soft single piano keys. Most of the game is just environmental sounds anyways.
Should there have been an option there? Yeah, absolutely. Is it something to get your panties in a twist about, when you actually look at the context of the game we're talking about? No.
Heck I play Splatoon with full sound and still manage to listen to steams just fine.
