I doubt this is a Switch problem. This is a game that has been in development for approximately 25 years. I would certainly not assume that this omission is due to a rushed game.

It's simply the pure contempt for the player by the devs.

I think its more Nintendo wanting to show a little distance in performance between wii u and Switch by upping the resolution which would be less apparent if both ran at 720p 30fps with the wii u having occasional frame drops to 20. Later on I think its possible to have a few more graphic options. You could select 480p or 720p output option in the tv settings and the game would render at that resolution rather than at 900p and downscale to 480p or 720p.
