As for London, it has had to deal with terrorism since the 1800s, long before multicultural society arose. Londoners pretty much accept that it will happen at some point but also realise we're far less likely to die of terrorism than being hit by a car.
Also, Yugoslavia isn't what I would call "multicultural" as the term is associated with a degree of integration, whereas Yugoslavia is a culture of separate nationalist idealogues creating artificial tensions. Very much the monoculture Jumpin was advocating against.
