With framerate issues, it still is being heralded by many as the greatest Zelda game ever, many greatest Nintendo game ever and even some saying greatest game ever.

I don't think critics are prone to decrease scores for games due to minor performance issues, unless the game reviewed wasn't that great to begin with. If it ran close to 20s all the time, then it would be almost unplayable and it would decrease the meta. TLOU, Red Dead Redemption and GTA IV also had framedrops and got high scores.

Gamers like to overreact even if most of the games they remember more foundly were actually a technical mess. I remember that I loved Jeremy McGrath Supercross 98 on PS1 and just when I returned to it as an adult I noticed it was always around 20 fps and sometimes dropped even lower.
