It's gen 9 because it's the successor to Wii U and 3DS, and the mess that is lumped together as generation 2 isn't worth untangling because nobody has done it for over 20 years. Besides, as long as the Dreamcast is regarded as gen 6 (and it should be), Switch has to be gen 9. The DC succeeded gen 5's Saturn and it's still considered gen 6 despite spending the majority of its life competing with gen 5 consoles.

If the Switch is considered a new gen simply because it's the successor to the Wii U, then the Wii U was a new gen because it succeeded the Wii, which succeeded the Gamecube, etc... All the way to Nintendo's first console. Making the Switch a gen 8 console. ^_-

Color TV-> NES---> SNES---->N64----->Gamecube------>Wii------->Wii U-------->Switch.
