On the user base side we will have to agree to disagree.
As to why they would build a game for a user base of say 10 Million in 2020 if we are massively conservitive, compaired to a user base of 160 Million. It comes down to passion, and desire to create the best product they can offer. It is the same reasons developers take massive risks on brand new platforms every generation. It is the same reason a developer/publisher spends 10's of millions on new and unproven franchises. Yes, everyone is in the business to make money, but they also want to make the most amazing experience they can, and VR is on a completely new level.
As for splashing out 100's just for said game, I don't think that will be a big deal by 2020. PS4 + PSVR will be $299.99 by that point, and there will be 100's of games, 100's of experiences, 100's of educational tools, and all sorts of Video from Youtube to Hollywood. If you choose to add a VR device to your platform of choice in 2020, you will have a massive selection that will have plently for you to enjoy, besides just GTA.
Stop hate, let others live the life they were given. Everyone has their problems, and no one should have to feel ashamed for the way they were born. Be proud of who you are, encourage others to be proud of themselves. Learn, research, absorb everything around you. Nothing is meaningless, a purpose is placed on everything no matter how you perceive it. Discover how to love, and share that love with everything that you encounter.
