Attach rate is number of games purchased per console, and yes, there are people that buy a console but no games because they'll get them in the future or simply because they're scalpers who plan to sell the system for a higher price right after the purchase.
Obviously, a higher attach rate is better.
OT: There's a sentence in the OP that has left me surprised:

That guy knows that Wii U was an HD console, right? And that it had HD Mario and Zeldas (remakes).
