This is actually a simple fix. Release the audio for each language in optional language packs (which you can choose as many or as few as you wish.) If I only speak English, and only want to have English audio, why the hell do I need German, French, Spanish, Polish, Russian, Japanese, etc in my installation? This is why there is so much demand for repacks on PC.

The amount of work this requires amounts to an installation menu that can be designed in a few hours, and checked for security bugs within a week or so. Games are already mandatory installs these days anyway, so I don't see why every developers doesn't do this.
