They could always lower quality of everything (textures, sound files, video quality, etc...), sure. But most of those devs aren't making games for Nintendo consoles.  =P

Seriously though, if you don't care about those things, that doesn't mean others don't. A lof of gamers play their games hooked to a surround sound system or using a good headset. But people should also keep in mind the fact that most games now support multiple languages. Those 3-5 languages take a lot of space, regarless of the sound quality. It's not like Nintendo's games where only a few select moments are voice acted. Some of these games are completely voice acted, from important cut-scenes to any NPC dialogues. 

I like sc94597's idea of a compressed and an uncompressed version, so that those who have the luxury of space can get a "premium" version while those who are more frugal or less fortunate can save space.
