Yes, I think it does happen with a lot of franchises, including Mario (2d and 3d), Uncharted (Uncharted 3 should have been much lower), The Last of Us (there was an awfully big number of people who played it and who didn't like it yet almost all reviewers gave it extremely high scores). I'm sure there are more but I can't think of anything else at the moment.
Edit: Forgot about the most obvious one, GTA.
